{"id":260,"date":"2022-03-22T10:08:00","date_gmt":"2022-03-22T10:08:00","guid":{"rendered":"https:\/\/zi-deschisa.ro\/copii\/?p=260"},"modified":"2022-04-20T10:10:25","modified_gmt":"2022-04-20T10:10:25","slug":"egalitatea-de-sanse-in-sistemul-educational-romanesc-3","status":"publish","type":"post","link":"https:\/\/zi-deschisa.ro\/copii\/index.php\/2022\/03\/22\/egalitatea-de-sanse-in-sistemul-educational-romanesc-3\/","title":{"rendered":"<strong>Egalitatea de \u0219anse \u00een sistemul educa\u021bional rom\u00e2nesc \u2013 3<\/strong>"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp; Putem&nbsp;&nbsp; afirma&nbsp;&nbsp; c\u0103&nbsp;&nbsp; egalitatea&nbsp;&nbsp; de&nbsp;&nbsp; acces&nbsp;&nbsp; la&nbsp;&nbsp; educa\u0163ie&nbsp;&nbsp; care \u00eenregistreaz\u0103 valori mai ridicate&nbsp;&nbsp; \u00een&nbsp; \u015fcoala din Rom\u00e2nia depinde de&nbsp; existen\u0163a celorlalte tipuri de&nbsp; inegalit\u0103\u0163i:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;inegalit\u0103\u0163i dintre diferite categorii sociale,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;inegalit\u0103\u0163i \u00eentre cariere \u015fcolare,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;inegalit\u0103\u0163i \u00een ceea ce prive\u015fte accesul la un minim de cuno\u015ftin\u0163e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;Evaluarea&nbsp;&nbsp; gradului&nbsp;&nbsp; de&nbsp;&nbsp; egalitate\/inegalitate<\/strong>&nbsp;&nbsp; la&nbsp;&nbsp; nivelul&nbsp;&nbsp; sistemului&nbsp;&nbsp; nostru&nbsp;&nbsp; de \u00eenv\u0103\u0163\u0103m\u00e2nt pune \u00een eviden\u0163\u0103 urm\u0103toarele aspecte:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2212&nbsp;&nbsp;<strong>comparativ cu celelalte state UE<\/strong>, sistemul de \u00eenv\u0103\u0163\u0103m\u00e2nt din Rom\u00e2nia prezint\u0103 un nivel al inegalit\u0103\u0163ilor studiat din toate cele trei perspective:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;inegalit\u0103\u0163i \u00eentre categorii sociale,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;inegalit\u0103\u0163i \u00eentre indivizi, un procent ridicat al elevilor care se situeaz\u0103 sub pragul minim de competent<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2212&nbsp;&nbsp;<strong>raportat&nbsp; &nbsp;la&nbsp; obiectivele&nbsp;&nbsp; pe&nbsp; care&nbsp;&nbsp; \u015fi&nbsp;&nbsp; le-au&nbsp; propus&nbsp; responsabilii&nbsp; \u00een&nbsp;&nbsp; domeniu<\/strong>:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;cre\u015fterea&nbsp;&nbsp; ratei&nbsp; de&nbsp;&nbsp; participare&nbsp; la&nbsp; educa\u0163ie&nbsp;&nbsp; la&nbsp; toate&nbsp;&nbsp; nivelurile,&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;cre\u015fterea&nbsp; performan\u0163elor educa\u0163ionale,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Corelarea ofertei educa\u0163ionale cu cerin\u0163ele pie\u0163ei muncii<\/strong>&nbsp;\u2013 este obligatorie pentru a atinge aceste obiective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cauzele inegalit\u0103\u0163ilor \u00een&nbsp; fa\u0163a educa\u0163iei prezente la&nbsp; nivelul sistemului nostru&nbsp; de \u00eenv\u0103\u0163\u0103m\u00e2nt se&nbsp; situeaz\u0103 at\u00e2t<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>\u00een afara&nbsp; sistemului<\/strong>&nbsp;\u2013 inegalit\u0103\u0163i&nbsp; socioeconomice majore la nivelul&nbsp;&nbsp; popula\u0163iei,&nbsp;&nbsp; deteriorarea&nbsp; condi\u0163iilor&nbsp; de&nbsp;&nbsp; trai&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>\u00een&nbsp; interiorul&nbsp; sistemului<\/strong>&nbsp;&nbsp; \u2013 diferen\u0163e \u00eentre institu\u0163iile de \u00eenv\u0103\u0163\u0103m\u00e2nt \u00een ceea ce prive\u015fte calitatea educa\u0163iei asigurate, a condi\u0163iilor de \u00eenv\u0103\u0163are, orientarea \u015fcolar\u0103 precoce, o durat\u0103 obligatorie de \u015fcolarizare redus\u0103 etc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cre\u015fterea accesibilit\u0103\u0163ii \u015fi egalit\u0103\u0163ii \u00eenv\u0103\u0163\u0103m\u00e2ntului pentru to\u0163i membrii societ\u0103\u0163ii poate fi&nbsp; realizat\u0103 doar dac\u0103&nbsp; se&nbsp; ac\u0163ioneaz\u0103 simultan asupra&nbsp; tuturor cauzelor. Acesta \u00eenseamn\u0103 c\u0103 este nevoie de un efort concentrat din partea tuturor responsabililor, deciden\u0163ilor de la nivelul sistemului de \u00eenv\u0103\u0163\u0103m\u00e2nt dar \u015fi de la nivelul altor sisteme ale societ\u0103\u0163ii. Avantajul evalu\u0103rii sistemului de \u00eenv\u0103\u0163\u0103m\u00e2nt dup\u0103 acest model const\u0103 \u00een aceea c\u0103 se poate urm\u0103ri \u00een timp dac\u0103 aceste eforturi au fost depuse \u015fi dac\u0103, prin compara\u0163ie cu situa\u0163ia actual\u0103, s-a \u00eenregistrat vreun progres.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Educa\u0163ia incluziv\u0103<\/strong>&nbsp;este caracterizat\u0103 prin urm\u0103toarele principii:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;dreptul fiec\u0103rui elev la educa\u0163ie pe baza egalit\u0103\u0163ii \u015fanselor;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;nici un elev nu poate fi exclus din educa\u0163ie sau supus discrimin\u0103rii pe motive de ras\u0103, religie, culoare, etnie, sex, limbaj, dizabilit\u0103\u0163i;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\u015fcoala se adapteaz\u0103 la nevoile elevilor;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;diferen\u0163ele individuale \u00eentre elevi constituie o surs\u0103 de bog\u0103\u0163ie \u015fi diversitate, \u015fi nu o problem\u0103.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u015ecoala incluziv\u0103 are la baz\u0103 un curriculum adaptat \u00een raport cu nevoile copiilor. Adaptarea curriculumului se poate realiza prin selectarea unor con\u0163inuturi din curriculumul general adresat copiilor normali, care pot fi \u00eensu\u015fite de copiii cu cerin\u0163e speciale; introducerea elevilor cu cerin\u0163e educative speciale \u00eentr-o varietate de activit\u0103\u0163i individuale, terapeutice, destinate recuper\u0103rii acestora; folosirea unor metode \u015fi procedee didactice, a unor mijloace de \u00eenv\u0103\u0163\u0103m\u00e2nt intuitive, de natur\u0103 s\u0103 sprijine \u00een\u0163elegerea con\u0163inuturilor predate la clas\u0103.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u015ecoala este leag\u0103nul copil\u0103riei \u00een care toate speran\u0163ele pot deveni realitate dac\u0103 cei care iau parte la activit\u0103\u0163ile de \u00eenv\u0103\u0163are, pofesori \u015fi elevi, con\u015ftientizeaz\u0103 diversitatea \u015fi complexitatea naturii umane \u015fi valorific\u0103 fiecare talent sau latur\u0103 creativ\u0103 d\u0103ruit\u0103 de Dumnezeu. \u015ecoala rom\u00e2neasc\u0103 se confrunt\u0103 \u00een ultimul timp cu diferite probleme, printre care se num\u0103r\u0103 \u015fi \u015fcolarizarea copiilor defavoriza\u0163i sau celor cu cerin\u0163e educative speciale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00cen categoria copiilor defavoriza\u0163i \u00eei putem include pe cei proveni\u0163i din familii monoparentale sau orfani de ambii p\u0103rin\u0163i, copiii ai c\u0103ror p\u0103rin\u0163i sunt \u015fomeri, au grave probleme de s\u0103n\u0103tate sau un comportament imoral, copiii care locuiesc \u00een zone izolate sau \u00eendep\u0103rtate \u015fi a c\u0103ror \u015fcolarizare depinde de existen\u0163a unui mijloc de transport \u015fi copiii de etnie rrom\u0103 care se integreaz\u0103 cu greutate \u00een colectivul clasei de elevi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conceptul de cerin\u0163e educative speciale presupune necesitatea unei abord\u0103ri diferen\u0163iate \u015fi specializate a educa\u0163iei copiilor \u00een func\u0163ie de deficien\u0163ele pe care le prezint\u0103. Tipurile de deficien\u0163e \u00eent\u00e2lnite la elevii cu cerin\u0163e speciale sunt: deficien\u0163e mintale, deficien\u0163e de auz sau vedere, deficien\u0163e fizice, psihomotorii, tulbur\u0103ri de limbaj, tulbur\u0103ri de comunicare \u015fi rela\u0163ionare, tulbur\u0103ri de aten\u0163ie \u015fi hiperactivitate \u2013 ADHD. Tot aici se \u00eenscriu \u015fi cazurile copiilor care e\u015fueaz\u0103 la \u015fcoal\u0103 din diferite motive \u2013 copii institu\u0163ionaliza\u0163i, copii care provin din comunit\u0103\u0163i etnice defavorizate etc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ace\u015ftia au dreptul fundamental la educa\u0163ie, posed\u00e2nd caracteristici, interese, aptitudini \u015fi necesit\u0103\u0163i de \u00eenv\u0103\u0163are proprii. De aceea proiectarea sistemelor educa\u0163ionale \u015fi implementarea programelor \u015fcolare trebuie s\u0103 \u0163in\u0103 seama de marea diversitate a caracteristicilor \u015fi trebuin\u0163elor elevilor inclu\u015fi \u00een procesul instructiv-educativ, care trebuie s\u0103 asigure \u015fanse egale pentru copiii defavoriza\u0163i prin implicarea tuturor cadrelor didactice, p\u0103rin\u0163ilor \u015fi a institu\u0163iilor locale abilitate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u015ecoala trebuie s\u0103 fie \u00eentr-o permanent\u0103 colaborare cu familiile elevilor (pentru a discuta eventualele probleme de natur\u0103 comportamental\u0103, material\u0103 sau social\u0103 \u015fi pentru a se g\u0103si solu\u0163ii care s\u0103 duc\u0103 la rezolvarea acestor probleme), cu centrele de plasament sau cu orfelinatele, \u00een cazul copiilor orfani (pentru a aduce la cuno\u015ftin\u0163a acestora abaterile \u015fcolare ale elevilor \u015fi pentru a afla despre modul lor de via\u0163\u0103 \u00een aceste institu\u0163ii, activit\u0103\u0163ile extra\u015fcolare \u00een care sunt implica\u0163i etc).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentru elevii care locuiesc \u00een zone izolate sau \u00eendep\u0103rtate de unitatea de \u00eenv\u0103\u0163\u0103m\u00e2nt, \u015fcoala \u00eencearc\u0103, printr-un parteneriat cu prim\u0103ria \u015fi prin semnarea unui contract cu o firm\u0103 de transport, s\u0103 le asigure transportul zilnic spre cea mai apropiat\u0103 unitate de \u00eenv\u0103\u0163\u0103m\u00e2nt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Din perspectiva reglement\u0103rilor adoptate de statul rom\u00e2n, copiii cu cerin\u0163e educative speciale pot fi integra\u0163i fie \u00een unit\u0103\u0163i \u015fcolare de educa\u0163ie special\u0103, fie \u00een grupe \u015fi clase speciale din unit\u0103\u0163i pre\u015fcolare \u015fi \u015fcolare obi\u015fnuite, fie \u00een mod individual \u00een unit\u0103\u0163i de \u00eenva\u0163\u0103m\u00e2nt obi\u015fnuite. Aceste \u015fcoli trebuie s\u0103 se adapteze unei pedagogii centrate asupra copilului, capabil\u0103 de a veni \u00een \u00eent\u00e2mpinarea trebuin\u0163elor fiec\u0103rui copil \u00een parte.
